Another Ooops!

I thought we had tested alarming when we last worked on it, which was....I think....last fall.
Anyway, it was not looking right, according to the log entries.  Sometimes, the alarm module would fail to append the "on" or "off" name for a bit.  Also, it did not always identify a bit-change event as an alarm.  Well, I went through the code - which gets rather involved in the alarm module - and made some corrections
Now we watch, and see how the alarm module responds.
